During a debate on the role of the media in State-building to coincide with the 45th anniversary of the killing of the Balibó Five, Hugo Fernandes, Executive Director of Centro Nacional Chega! called for the adoption of legislation on the functioning of national archives (see here).
Hugo Fernandes explained that there is documentation relevant for the history of Timor-Leste all over the word that has to be preserved. However, the individuals and institutions holding such documentation do not feel comfortable to send it to Timor-Leste because of the absence of a legal framework governing the operation of archives.
The Executive Director added that a law regulating the access to information is also required, so that the right of citizens to information is properly regulated and there is a clear understanding of what should be classified as a State secret.
